If you are playing the game on a Microsoft PC, then a .NET Framework 2.0 is required to have the Delphy’s Sims 4 pack multi-extractor. The testing of the program is done on Vista x32. The creator wrote the program on the same page. Testing on the Vista or XP x64 was not done. Testing has not been performed in Mono as well.
